Shelmark Engineering, LLC is a civil engineering firm providing municipal, civil, structural, permitting, and construction administration services. Shelmark entered the marketplace in February 2000 and serves the Texas Gulf Coast. Over the past 20 years, Shelmark has grown into one of the largest civil engineering companies in Galveston County and is currently located in Dickinson, Texas.
Shelmark's ability to recognize and understand the problematic aspects of coastal communities is why we are consistently able to deliver constructable projects. These factors include environmental constraints and critical habitats with federal/state regulatory permitting processes, meteorological factors from storm events (high winds and flood loads), floodplain management and mitigation, unique soil characertistics and conditions, and taxed and aged existing infrastructure systems.
Shelmark is experienced with development review services as it provides this service for several local municipalities, as well as providing permit assistance for all of its construction projects for its clients. That includes coordination with the local municipalities for all development of plans based on their individual and customized ordinances, codes, and construction standards.
Our dedicated staff provides specialized expertise and integrated services for the public and private sector, for both large and small projects. Our projects range from civil, structural and marine engineering, site planning, environmental permits, and construction administration with experience and proficiency service.

Our Team

Marcus J. Michna, P.E.
Principal and President
Marcus is the Principal and Company President of Shelmark Engineering LLC. He directly manages and oversees the successful completion all the projects. Marcus also serves as the principal engineer for larger civil, marine and structural projects.
Marcus is a 1992 Texas A&M College graduate in Civil Engineering. Shelmark Engineering L.L.C. was created in March 2000 after careful deliberation and planning with his full-time boss and lifetime business partner - Shelly.
Groopa (a 2019 name change) enjoys fishing, the pirate's life, Texas A&M football, and being with his new grandkids - Myla Faustina.and Raphael John.

Shelly Michna
Vice President
Shelly is a Texas A&M University graduate and co-founder of Shelmark Engineering. She enjoys serving Shelmark by overseeing general company business operations. Some of her responsibilities include Human Resources, Payroll Administration, and Accounts Payable.
In her leisure time, Shelly enjoys spending time with family, Aggie football, and anything on or near the water.

Edgard A. Figueroa
Project Manager
Ed has over 22 years of experience in municipal, residential and commercial site development. Ed currently serves as the Project Manager at Shelmark. Ed graduated from the University of Houston with a degree in Engineering Technology.
He loves coaching his kids in the sport of their choice and is known to many as “Coach”.

Elena Garza
Senior Civil CAD Designer
Elena has over 24 years of experience using AutoCAD with applications in municipal, oil & gas, and civil industries. Most notably, Elena has an extensive background in interpreting survey data, title documents, infrastructure review, pipeline design, and permit preparation.
She is a 1998 graduate of Texas A&M with a Bachelor’s of Science degree in Agricultural Systems Management. Her son currently attends Texas A&M with an expected graduation date of 2025.
In her spare time, she participates in bible studies, volunteers locally, likes to attend car shows & motorcycle rallies, and spends time with close friends & family. Elena is also a member of the Galveston County Citizen Sheriff’s Academy Alumni Association.

Samantha Booth-Kelly
Senior Civil CAD Designer
Samantha has been with Shelmark since 2005. She has over 18 years of experience in civil design, Civil 3D, design plans for large acreage subdivisions, commercial tracts, and RV parks.
She loves spending time with family & friends. Her hobbies include cooking, gardening, and cheering at karate competitions.

Carrie English
Executive Assistant
Carrie has been with Shelmark since 2001. Currently, she works directly with the Principal of Shelmark and provides support to all aspects of his work routine. She also is essential in the daily office management and works with accounts receivable.
She is a proud U.S. Navy mom and loves spending time with her family, especially her three grandchildren - Izaak, Leo, and Lucille.
She also loves history, Star Wars, James Dean and can beat most anyone at TV/Movie Trivia.

Talia Venecia
Office Manager
Talia wears many hats as our Office Manager. Her duties include answering client calls/inquiries, providing administrative project support, client invoicing and accounts receivable. Also, she is the designated Shelmark food critic providing her expertise on where to go eat.
Away from the office, Talia enjoys spending time with family and friends, dining out, going to an Astros game, and vacationing on exotic beaches.
